MINUTES <br />CITY COUNCIL <br />FEBRUARY 11, 2026 <br />ACCEPT STEWARDSHIP GRANT FOR PIONEER PARK AND AUTHORIZE GRANT <br />AGREEMENT <br />The City Administrator stated that the Council is asked to enter into a grant agreement with the <br />Ramsey -Washington Metro Watershed District (RWMWD). He provided background information on <br />the Pioneer Park Plan, completed in 2021, which identified items for improvement within the park and <br />included shoreline and stormwater improvements. He noted that those items were put into the Capital <br />Improvement Plan (CIP). He recognized the work that was done the previous year and that additional <br />work would be needed. Staff engaged with the RWMWD and applied for the stewardship grant, which <br />has been awarded in the amount of $45,000. He explained that they will also be partnering with the <br />watershed, as they have the expertise in this area. <br />Miller referenced the shoreline species and asked if the plants would be consistent with others that <br />have been used or how those species would be identified. The City Administrator commented that this <br />same list was used for the pond on the north side as well, so there will be consistency. <br />Kwapick thanked the staff for the work they have done to receive another grant. <br />Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2026-2-18 — ACCEPTING $45, 000 STEWARDSHIP GRANT A WARD <br />AND APPR O VING A RESOL UTION A UTHORIZING THE CITY TO ENTER INTO A <br />GRANT A GREEMENT WITH RAMSEY- WASHINGTON METR O WA TERSHED <br />DISTRICT FOR THE STEWARDSHIP GRANT <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (3). Nays (0). Resolution declared adopted. <br />AUTHORIZE ISSUING A REQUEST FOR PROPOSALS FOR COMMUNITY BUILDING <br />ARCHITECTURAL AND ENGINEERING SERVICES <br />The City Administrator stated that the Council is asked to authorize the request for proposals (RFPs) <br />for the community building architectural and engineering services, which is the next step in the <br />process. He stated that if approved, they would issue the RFP the following day, with the intent to <br />have someone on board by the end of March and to have the work wrapped up by June. <br />Miller asked if the RFP would be to hire someone or whether the consultant would submit a proposal <br />that would be reviewed and accepted. The City Administrator explained that the RFP would result in <br />hiring a consultant who would then use the information from the TAC recommendation to develop the <br />plans. <br />Kwapick stated that they have identified a preliminary budget and asked if the consultant would stay <br />within that or provide a range of options. The City Administrator confirmed that there is a rough <br />budget that is included in the RFP, but recognized that it may not support everything identified in the <br />TAC report. He noted that this process will provide better information on what could be provided at <br />different prices. <br />3 <br />
