MINUTES OF THE REGULAR MEETING CITY COUNCIL LITTLE CANADA, MINNESOTA FEBRUARY 25, 2026 Pursuant to due call and notice thereof, a regular meeting of the City Council of Little Canada, Minnesota, was convened on the 25' day of February 2026 in the Council Chambers of the City Center located at 515 Little Canada Road in said City. Mayor Tom Fischer called the meeting to order at 7:30 p.m., and the following members of the City Council were present at roll call: CITY COUNCIL: Mayor Fischer, Council Members Malone, Kwapick, Gutierrez, and Miller. Absent: None. ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator Laura Linehan, Community Development Director Ben Harrington, Parks and Recreation Director Steve Anderson, and City Clerk/HR Manager Heidi Heller. APPROVAL OF MINUTES Miller introduced the following resolution and moved its adoption: RESOL UTION NO. 2026-2-21 APPROVING THE MINUTES OF THE FEBR UARY 11, 2026, WORKSHOP AND THE FEBRUARY I1, 2026, REGULAR MEETINGS AS SUBMITTED The foregoing resolution was duly seconded by Gutierrez. Ayes (5). Nays (0). Resolution declared adopted. ANNOUNCEMENTS The Assistant City Administrator stated that there is a current website survey and encouraged residents to complete the quick survey to help improve the website. The February Community Connection event will be held the following day at Qamaria Coffee at 4 p.m. There will be a new event on March 5th at Little Canada Elementary, which is a free, family -friendly event and basketball skill session. She noted that preregistration for that event is required. Malone highlighted a new youth program that will be launched for the summer, noting that she will be one of the coaches for the running program, which will begin in June and end at the Canadian Days 5k. PUBLIC COMMENT Aaron Doeden, 2680 Edgerton Street, commented on mild disruptions that occur from construction activity across the street from his home and questioned if they were within the allowed construction noise requirements. He stated that the Community Development Director is a fantastic public official. Anna Abruzzese, resident, stated that she came forward one month ago to request that the city enact a separation ordinance. She commented that since that time, there has been a drawdown, but there is lasting damage. She encouraged the city to join the Cities for Safe and Stable Communities, as that group looks at the impact on the communities and the damage that has been done.
