MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />FEBRUARY 25, 2026 <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of Little Canada, <br />Minnesota, was convened on the 25' day of February 2026 in the Council Chambers of the City Center <br />located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 7:30 p.m., and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Fischer, Council Members Malone, Kwapick, Gutierrez, and Miller. <br />Absent: None. <br />ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator Laura Linehan, <br />Community Development Director Ben Harrington, Parks and Recreation Director Steve Anderson, <br />and City Clerk/HR Manager Heidi Heller. <br />APPROVAL OF MINUTES <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-2-21 APPROVING THE MINUTES OF THE FEBR UARY 11, <br />2026, WORKSHOP AND THE FEBRUARY I1, 2026, REGULAR MEETINGS AS <br />SUBMITTED <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ANNOUNCEMENTS <br />The Assistant City Administrator stated that there is a current website survey and encouraged residents <br />to complete the quick survey to help improve the website. The February Community Connection event <br />will be held the following day at Qamaria Coffee at 4 p.m. There will be a new event on March 5th at <br />Little Canada Elementary, which is a free, family -friendly event and basketball skill session. She <br />noted that preregistration for that event is required. <br />Malone highlighted a new youth program that will be launched for the summer, noting that she will be <br />one of the coaches for the running program, which will begin in June and end at the Canadian Days 5k. <br />PUBLIC COMMENT <br />Aaron Doeden, 2680 Edgerton Street, commented on mild disruptions that occur from construction <br />activity across the street from his home and questioned if they were within the allowed construction <br />noise requirements. He stated that the Community Development Director is a fantastic public official. <br />Anna Abruzzese, resident, stated that she came forward one month ago to request that the city enact a <br />separation ordinance. She commented that since that time, there has been a drawdown, but there is <br />lasting damage. She encouraged the city to join the Cities for Safe and Stable Communities, as that <br />group looks at the impact on the communities and the damage that has been done. <br />
