515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.ei.little- canada.mn.us
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: February 22, 2002
RE: Resolution of Canadian Days Funding Needs
MAYOR
Michael 1. Fahey
COUNCIL
Beverly Scale
Jim LaVaile
Matt Anderson
Rick Montour
AOMINlsrRATOR
Joel R. Hanson
Mayor Fahey and I met with our licensed charities back on January 7 °i to discuss options to address the
funding needs of Canadian Days given their recent loss of the Venetian Inn pull -tab site. All charities
were in attendance with the exception of the Fire Department whom we neglected to invite because they
were not involved in the operation of the Bingo Flall. (A letter from the Fire Department is attached that
expresses their position on our request for funding assistance.)
The outcome of that meeting was the agreement in principle to a voluntary contribution plan whereby
the other charities would donate a portion of their 2002 profits to assist Canadian Days with its operating
needs this year beyond what they raise from the Saxon site. (Estimated at $20,000) The consensus at that
meeting was that the charities would make contributions directly to Canadian Days, subject to prior
approval of the Minnesota Gambling Control Board. The amount of contribution from each charity
would be based on a prorata share of gross profits less expenses from all charities in 2001. (See attached
letter dated February 4, 2002 for allocation.)
With the exception of the Fire Depar Lment's comments, it appears all of the charities will support this
concept. Millenium Charity Plus has noted that they would prefer to donate to the City and have us pass
the money on to Canadian Days as a budgeted expenditure. (That is not a problem from staff's
perspective.) They also stated they would like to make multiple contributions throughout the year to aid
in their cash flow. Based on Canadian Days comments at our January 7th meeting, that should also work.
The last item of note is that Millenium Charity Plus is giving up their lease at Brady's. This may be a
viable alternative for Canadian Days for a gaming site, subject to their ability to negotiate a satisfactory
lease with Brady's.
Canadian Days will be present at our meeting to update you as to their comfort with this solution.
Cc:
Little Canada Fire Department
Little Canada Historical Society
Lake Owasso Residence Volunteer Council
Millenium Charity Plus
North Suburban Youth Association
Canadian Days
