MINUTES PLANNING COMMISSION JANUARY 10, 2002 Keis suggested that there appears to be a question of whether the property is buildable or not. The Commission felt that before action is taken on the variance or the vacation, more information is needed on the exact location of the wetland. Wojcik recommended that both the request for setback variance and the vacation be tabled until the February Planning Commission meeting pending receipt of information showing the exact location of the wetland area on this property. Motion seconded by Knudsen_ Motion carried 7 — 0. BUS BENCHES The City Planner reported that as was discussed at the December Planning AS Commission meeting, the City's ordinance does not allow for advertising TEMPORARY signs in the public right -of -way nor does it allow for off -site advertising. SIGNAGE Therefore, the utilization of bus benches as temporary signage is a violation of the City's ordinance. The Planner also reviewed the survey results relative to how surrounding cities address this issue as well as his report dated January 8, 2002 which identifies a number of issues which should be addressed if the City decides to allow bus bench advertising. The Planner reviewed his recommendation against this type of temporary signage, and the fact that a number of communities provide city benches at bus stops where there have been requests for the benches. Roycraft pointed out the City's redevelopment and architectural efforts in the community, and suggested that until the City determines what it wants to look like, this matter should be tabled. Knudsen felt that the City should not spend the money for bus benches, when there are companies that will provide the benches at no cost. Knudsen felt that this type of advertising added to the character of a community. Rollie Danielson, Len Thiel, and Scott Danielson of U.S. Bench Corporation appeared before the Commission and related the history of their company and the fact that they have had 13 bus benches with temporary advertising in Little Canada for the past 28 years. These have been provided as a service to the community at no charge.
