The use is a permitted <br />use in the B -3 Zoning District, but is subject to the City's Architectural Guidelines. The <br />proposed building would be approximately 4,000 square feet in area, and would sit in <br />the west half of the property. The site plan shows a parking lot with access from <br />Jackson Street, and an exercise enclosure in the northwest corner of the site. The <br />property abuts an alley that separates it from an R -1, Single Family neighborhood to <br />the north. <br />The building itself is a gable -roof structure that is proposed to be covered with a brick <br />exterior on the street - facing walls and vinyl lapped siding on the north and west walls. <br />The architectural guidelines specify masonry, with alternative materials upon approval. <br />The vinyl siding would require a specific approval from the Planning Commission. <br />The front facade has a series of smaller square windows and a glass double entrance <br />door. The Guidelines state that glass should comprise between 30 and 50 of the front <br />facade wall. In this case, approximately 105 square feet of glass is shown, whereas <br />30% of the front wall would require more than 220 square feet. Asphalt shingles are <br />permissible on gabled roofs. The guidelines encourage cornice treatments. The <br />proposed building has an aluminum fascia and soffit at the eave. The Planning <br />Commission should consider whether additional cornice treatment is required. <br />The guidelines encourage a landscaped site and parking lot. No landscape plan has <br />been submitted with the materials. Pedestrian access, including sidewalks, should be <br />incorporated into the plan where appropriate.
