MEMO <br />To: Council, City of Little Canada <br />From Lee Elfering, P.E., City <br />Engineer <br />Reconstruction of Savage <br />Subject: Lane from Sexton Avenue to <br />Rose Place <br />Date: November 6, 2003 <br />Honorable Mayor and City <br />owarc R. Green Co <br />-pa <br />ny <br />As directed by City Council in 2002, City staff has reviewed the possible options for the <br />reconstruction of Savage Lane between Sextant Avenue and Demont Avenue to determine the <br />most beneficial and cost effective improvement. Three options were considered due to the light <br />traffic volumes seen on a majority of the street and were as follows: <br />1. Full Reconstruction — 28 -foot Two Way Street <br />The street would remain the standard City width of 28 feet for two way traffic (Exhibit 1). <br />Concrete curb and gutter would be added on the east side, while the existing curb on the <br />west side would remain in place. The addition of curb and gutter on the east side would <br />allow for the elimination of the road ditch, and storm sewer leads would be extended from the <br />existing system on the west side. Approximate cost $230,000.00. <br />2. Full Reconstruction — 13 -foot One Way Street <br />Under this option it is proposed to change the designation of the street to one -way (Exhibit 2). <br />This would allow the street width to be reduced to thirteen -feet. The west curb line would <br />remain in place and a single thirteen -foot street would be constructed. The east edge of the <br />pavement section would remain a rural section, however the ditches would be reduced in <br />depth by extending storm sewer leads to allow for a more gradual sloping bouelvard. <br />Approximate cost $120,000.00. <br />3. Cul -de -sac of Sextant Avenue and East Brooks Avenue <br />Under this option cul -de -sacs would be constructed on the east end of Sextant Avenue and <br />East Brooks Avenue (Exhibit 3). Savage Lane between the cul -de -sacs at Sextant Avenue <br />and East Brooks Avenue would be replaced with a 10 -foot trail for pedestrian movement and <br />emergency vehicle access. Approximate cost $140,000.00. <br />As can be seen on the attached exhibits, only one lot along Savage Lane currently has driveway <br />access to Savage Lane and mail service for two homes is off of this portion of the street. <br />However, it should be noted that the property that has a driveway to Savage Lane also has a <br />driveway to East Brooks Avenue. Therefore, this portion of street may be used for access to one <br />property, but is not the only access to that property. For assessment purposes, all lots would only <br />be assessed at 20% of their street front footage.
