NORTHWEST ASSOCIATED CONSULTANTS, INC,
5775 Wayzata Boulevard, Suite 555, St. Louis Park, MN 55416
Telep:)hone: 952.595.96:36 Facsimile: 952.595.9837 plannrsrs(3JnecpLannin9.corn
MEMORANDUM
TO: Little Canada Planning Commission
FROM: Stephen Grittman
DATE: November 12, 2003
RE: Little Canada — Accessory Building Ordinance Amendments
FILE NO: 758.10 - 03.
Attached is a draft amendment to the accessory building section of the zoning
ordinance. Recently, the City has been addressing issues related to the "connection" of
principal and accessory buildings. Potential conflicts have been raised between the
Zoning and Building codes. The attached draft is intended to clarify and resolve those
conflicts.
The amendment does a number of things. First, it adds definitions of accessory and
principal buildings and accessory and principal uses that were not clearly defined in the
existing text. Second, the amendment adds requirements for single family housing that
are commonly applied to conventional housing design, but may have provided
"loopholes" for accessory buildings. Finally, the amendment sets out requirements for
covered passageways. The existing ordinance states that covered passageways can
be used to make accessory buildings an integral part of the principal building, but does
not define how such passageways might be constructed. This new section limits these
structures to above - ground covered areas of at least six feet in width, twenty feet in
length, and places some architectural requirements to match style and building
materials to the principal building.
pc: Kathy Glanzer
Steve Westerhaus
Lee Elfering
Greg Schroeder
2
