SECTION 22 - ALCOHOL AND PSYCHOACTIVE DRUG POLICY <br />The use of alcohol or of drugs which change the normal functioning of the central nervous system <br />by either stimulating or depressing it (Psychoactive drugs) may seriously affect an employee's <br />performance. They may also endanger the employee's health and safety as well as the safety of <br />other employees. It is therefore appropriate that guidelines be established for the control of <br />alcohol and drugs as they pertain to the employee and the employee's job with the City of Little <br />Canada. <br />ALCOHOL <br />1. Alcohol must not be consumed in any City building, office, vehicle, or on City premises, <br />including parking lots, except during designated events as approved by the City Council; <br />and no employee who is intoxicated may work or report for work. <br />Alcoholic beverages shall not be consumed anywhere during rest breaks, lunches, or other <br />meals if the employee is to work thereafter on the same work day. <br />DRUGS <br />1. Common unprescribed psychoactive drugs are LSD, marijuana, heroin, etc. Psychoactive <br />drugs, which may be prescribed but present a danger if improperly used, are barbiturates, <br />dexedrine and similar preparations, tranquilizers, and commonly prescribed narcotics. <br />2. Non - prescription psychoactive drugs should not be taken by any employee at any time. <br />Employees shall not be permitted to work while under the influence of psychoactive drugs <br />unless the drug is being used strictly as prescribed by a licensed physician. Where the use <br />of prescribed psychoactive drug interferes with the employee's performance or presents a <br />health or safety hazard, the employee should be taken off that job or, with the concurrence <br />of the prescribing physician, changed to an alternate drug. <br />Unless a psychoactive drug is taken strictly as prescribed by a licensed physician, it may <br />not be kept or taken on City premises, including parking lots, or in any City vehicle or any <br />vehicle being used for City business. <br />No employee who is under the influence of a psychoactive drug which was not prescribed <br />for the employee by a licensed physician or which is not being taken strictly as prescribed, <br />may work or report for work nor should any person who is under the influence of such a <br />drug be permitted on City premises or in a City vehicle being used for City business. <br />Any employee who violates this section will be subject to discipline or dismissal pursuant to <br />Section 18 of this policy. <br />39 <br />
