Fahey
COUNCIL
Jim LaValle
Matt Anderson
Rick Montour
Bill Blesener
ADMINISTRATOR
Joel R. Hanson
Attached is the proposed amendment to our agreement for building official services with the City
of Falcon Heights. This amendment will ensure that they reimburse us at least 35% of the costs
we incur in employing a building official to serve our two communities. We will continue to bill
them hourly based on the revised Exhibit B to be attached to the amendment (we are revising it
to reflect 2004 costs and will have it available Wednesday night). If we chose to employ
additional staff to supplement this service, their costs will not calculated into the 35% base cost.
However, we will bill these supplemental services at the same hourly rate as the building official.
The situation described above is presently occurring. With the development activity in both
communities, Steve Westerhaus is spread too thin to address required fire marshal services in
Falcon Heights. We have employed Jack Auge, a retire North St. Paul inspector to help us catch
up. Given the rate differential between Steve and Jack, we more than cover this cost.
This amendment also gives us the authority to employee someone on a supplemental basis to
address fire inspection services. It also revises Exhibit B to reflect 2004 costs. These changes
should net us an additional $10,000 from this arrangement and ensure costs in down years are
divided as originally planned between the two cities.
The Falcon Heights City Administrator has given her preliminary approval to this amendment.
Subject to any comments by the City Attorney, I recommend its approval as presented.
