Hanson <br />After meeting with Mr. Cossack on October 7, 2003, it was indicated to me by Mr. Cossack that <br />he intended to connect his accessory building to the principle dwelling via a small bathroom and <br />a "tunnel" or covered underground walkway. In researching this proposal I came to the <br />following conclusions. <br />An "addition" is defined in the International Building Code Section 202 as "An extension or <br />increase in floor area or height of a building or structure. As Mr. Cossack is not increasing the <br />height of his principle dwelling then he must increase the floor area to consider his proposal an <br />"addition ". <br />In the Little Canada Zoning Code, the definition of "Floor Area" is "The sum of the gross <br />horizontal areas of the building or portion thereof devoted to a particular use, including <br />accessory storage areas located within selling or working space such as counters, racks or <br />closets, and any basement floor area devoted to retailing activities, to the production or <br />processing of goods, or to business or professional offices. However, the floor area shall not <br />include: basement floor area other than area devoted to retailing activities, the production or <br />processing of goods, or to business or professional offices." <br />I understand this to mean that the floor area of the "tunnel walkway" or a basement shall not be <br />considered when determining the gross floor area of the single family dwelling. If the floor area <br />is not considered, then the "tunnel" or basement is not an increase in floor area therefore not an <br />addition to the principle structure. Some other definitions from the Building Code that maybe <br />appropriate include; <br />Basement- "That portion of a building that is partially or completely below grade." <br />2 <br />
