MINUTES OF THE SPECIAL MEETING
CITY COUNCIL
LITTLE CANADA, MINNESOTA
MAY 30, 2012
Pursuant to due call and notice thereof a special meeting of the City
Council of Little Canada, Minnesota was convened on the 30th day of
May, 2012 at the City Center located at 515 Little Canada Road in said
City.
Mayor William Blesener called the meeting to order at 5:00 p.m. and the
following members of the City Council were present at roll call:
CITY COUNCIL: Mayor Mr. Bill Blesener
Council Member Ms. Shelly Boss
Council Member Mr. John Keis
Council Member Mr. Mike McGraw
Council Member Mr. Rick Montour
ALSO PRESENT: City Administrator Mr. Joel Hanson
City Clerk Ms. Kathy Glanzer
CUP — Blesener opened the continuation of public hearing to consider the
2442 RICE application of Terrace Heights Mobile Horne Park for a Conditional Use
STREET — Permit to allow construction of two storage buildings at 2442 Rice Street.
TERRACE The City Planner and the Planning Commission have recommended
HEIGHTS approval subject to conditions.
MOBILE
HOME PARK The City Administrator noted that this CUP request was tabled at the May
23, 2012 meeting to allow staff an opportunity to meet with the property
owner and review the options relative to the setback for the storage
building closest to Rice Street. Terrace heights has proposed the most
westerly setback to abut the property line. The Administrator pointed out
that there is a 30 -foot strip of property owned by the City that lies between
the Rice Street right-of-way and the Terrace Heights property. he noted
that, technically, the area where the storage building is proposed is
considered a side yard and a zero setback would be allowed. However, in
meeting on site with Randy Graczyk, Terrace Heights, Graczyk indicated
that he would be agreeable to moving the westerly storage building back
40 feet from the edge of the gutter line of the Terrace Heights service
road. This would place the building approximately 13 to 15 feet further
east than where it is currently proposed and would meet the 40 foot
setback from public right-of-way even though it doesn't apply under a
strict reading of the ordinance.
