Arden Hills <br />Aaron Parish, Interim City Administrator, reported that their council has not <br />formally considered this proposal, however, they would be supportive just to <br />maximize some of the economies of scale. It would help to facilitate the ongoing <br />participation in the Housing Resource Center and there is a lot of value in that. <br />Being part of a large organization, the seven cities with the 135 coalition have <br />been able to access resources that on an individual basis they would not be able <br />to access. Arden Hills would need to look further at the allocation of funds as the <br />population categories are a bit too broad. You could look at, at least on a one -to- <br />one basis, linking percentage of population or percentage of funds or doing this <br />as a tax capacity base or some combination thereof because a lot of people may <br />not buy in if there is some perceived inequity. You could also look at tightening <br />the spending parameters, spending parameters meaning allocations. <br />All in all, Arden Hills does see value in the proposal. <br />Commissioner Rettman responded she did do one review in terms of the trying to <br />redo the formula and create a base line. Even though Blaine, Spring Lake Park <br />and Gem Lake have a minimal number of people that are living there, they still <br />pay taxes. If they were started out at a $5000 level and then went to a $25,000 <br />for St. Anthony, Lauderdale and North Oaks, the disbursal could end up being <br />$100,000 to Roseville and New Brighton, White Bear and Shoreview would be at <br />$60,000 for $5000 more. This would be a .9% levy that would yield $790,000 <br />total. There will be time to do some tweaking before the commissioners discuss <br />this, but she was trying to make sure that everyone had some type of leveraging <br />capacity to be in the ballpark. <br />Discussion <br />Mayor Kysylyczyn, from Roseville, suggested it would be nice to have a chart <br />that displayed net tax capacity of each municipality versus Commissioner <br />Rettman's recommended list of funding. A comparison could then be done to <br />see exactly how much money they would be putting in versus what percentage <br />they would get out. Roseville may support this idea provided the distribution is <br />strictly based on net tax capacity. For example, if Roseville has 27% of the net <br />tax capacity within the suburban jurisdictions and they received 27% of the <br />money generated, Roseville would support that idea. <br />Commissioner Weissner asked Mayor Kysylyczyn if he would like to see a <br />proposal based on the 50% tax /50% population formula he stated the 135W <br />corridor has. <br />Mayor Kysylyczyn responded he would be opposed to that because what is - - <br />being talked about here is a tax that would be applied based on net tax capacity <br />or contributing. If this tax was raised based on population then it should be <br />distributed via population. <br />-10- <br />
