Commissioner Rettman again reiterated the proposal was set up so everyone <br />had a base line. Roseville and Maplewood have a lot different capacity than <br />Lauderdale who is experiencing some major needs. <br />Commissioner Wiessner said the County Board has not talked about this <br />proposal. This is a starting point of where do we go from here so see if there is <br />something that would be a win /win for everybody. There are some potential <br />advantages in doing something like this on a countywide basis or a suburban <br />area basis. It may make it easier for the municipalities to get some benefits rather <br />than doing it on their own even though it might be more difficult to do that <br />politically. One concern is that the benefit is so small that it might not warrant the <br />political downside. Commissioner Wiessner continued she would be curious to <br />hear reactions to the dollar amounts.. What would it take to have enough to <br />actually do something constructive? <br />Bob Lamb of Falcon Heights told the group in order to try to balance the <br />situation, it is more important in the year 2004 to get this started and get it <br />facilitated than it is to worry about actual dollar amounts. The need is to <br />concentrate on housing and there needs to be something that will address the <br />problems as a whole as opposed to individually. <br />Mayor Kysylyczyn said he thinks the best solution to address these housing <br />issues is for communities to establish their own HRA's. The HRA in Roseville <br />has a body made up of seven citizens from the community. The city council was <br />not appointed as the HRA as they already have enough meetings and issues on <br />the table. By having the citizen appointed HRA, housing in their community is <br />addressed maybe two or three times more than what it previously was. They <br />make a recommendation to the council if they have interest in a levy and the <br />council deals with setting the levy. <br />Mark Sather continued that this formula does not address the tax capacity <br />issues. It is going to have some inherent inequities. And if that were the sole <br />factor in the formula for allocating the costs, it would appear most equitable in the <br />sources and uses such as where the money is coming from and where it is <br />going. Mr. Sather suggested this proposal adds to the bureaucracy because, in <br />effect, whatever Roseville's levy would be, if they want it back based on their <br />percentage of tax capacity, why not leave the County out of it and the $35,000 <br />that the County would take off the top. Roseville could simply levy that amount <br />and use it within its community. Mr. Sather said he did not know there were <br />suggestions that this levy could be used to support the HRC. That program has a <br />lot of positive aspects, it is a good idea in many respects; but it isn't what <br />everyone wants to do. <br />Commissioner Rettman told Mr. Sather one of the articulated points was that the <br />Housing Resource Center would be funded out of the conglomerate HRA and so <br />
