Manson <br />TO: Mayor Fahey and Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: September 17, 2003 <br />RE: Nomination of Dotty Norgard as Canadian Days CEO /Vice President <br />Dotty Norgard has been nominated for the position of CEO /Vice President for the Canadian Days <br />Committee. In discussing this nomination at a staff level, we thought it prudent for the Council to <br />approve Dotty's involvement in the Canadian Days organization at this level. (Please note that she is <br />a nominee at this point; and if the Council has concerns, she is willing to withdraw her name from <br />consideration for the position.) <br />The main issue discussed was Canadian Days' involvement in charitable gambling within the City. <br />Please note that Dotty is not involved in any City staff oversight of charitable gambling activities in <br />the City. As CEO /Vice President for Canadian Days, she will have responsibilities associated with <br />charitable gambling. <br />It is staffs perspective that Dotty's serving in a position of this level on the Canadian Days <br />Committee will serve to enhance communications and coordination efforts between the organization <br />and the City. Therefore, it would be staffs recommendation that Council approve Dotty's quest for <br />this position. <br />Should Dotty be elected as CEO /Vice President, most of her duties with the organization will occur <br />on her own time. However, there are a couple of instances that will require Dotty's attention during <br />normal working hours. Examples of these are attendance at the State's Gambling <br />Convention/Training Seminar and the Friday of the Canadian Days Celebration. It would be my <br />recommendation that given the benefit the City incurs from a liaison /communications perspective, <br />that, subject to my discretion, the City compensate Dotty for this time. Please note both of the <br />examples above, as well as Dotty's involvement in Canadian Days in general, will require a good <br />deal of her own personal time. <br />
