As you can see from the attached minutes of their September 4th meeting, the <br />Commission unanimously recommended not pursuing this connection if the north/south route is on- <br />street along Edgerton due to safety concerns. However, to clarify their recommendation, the <br />Commission is still interested in pursuing the acquisition of the trail easement between Payne Avenue <br />and Edgerton Street. Their preference is to place a low priority on construction of the path across the <br />easement until the Heinel property is acquired or until another compelling reason to construct this <br />section of path appears. The Commission's concern is that by completing the trail to Edgerton, the <br />City would be encouraging people to use Edgerton as a defacto trail. This once again leads to <br />significant safety concerns. <br />Assuming the Council accepts the recommendation of the Commission, we also recommend the City <br />forego construction of any portion of the connection from Payne Avenue to Edgerton Street as well <br />as construction of a crossing point at Edgerton until the acquisition of the Heinel property occurs. <br />Another Commission recommendation was to include the memorial trail behind the Fire Station on <br />the Water Department property that they had discussed previously. <br />Also attached is a revised budget worksheet that represents the priority changes suggested by the <br />Parks & Recreation Commission and their subsequent impact on the budget. <br />cc: Parks & Recreation Commission <br />
