MINUTES <br />CITY COUNCIL <br />JUNE 13, 2012 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared. <br />STORM Mayor Blesener opened the Public Hearing to review the City's Storm <br />WATER Water Pollution Prevention Program (SWPPP) and discuss the City's <br />POLLUTION progress in meeting National Pollutant Discharge Elimination System <br />PREVENTION (NPDES) requirements. <br />PROGRAM <br />The Public Works Superintendent reported that the City is continuing its <br />efforts to improve storm water quality as required under its SWPPP Permit <br />issued by the MN Pollution Control Agency. The purpose of the Public <br />Hearing this evening is to review the City's efforts in this regard and take <br />any public comment. <br />The Superintendent reviewed efforts the City is taking relative to meeting <br />minimum control measures. These include: <br />Public Education /Outreach — Articles in City newsletter and <br />website, assistance from the Ramsey Washington Metro Watershed <br />District (RWMWD) on storm water issues, working to keep grass <br />clippings and other materials from washing onto streets. <br />Public Participation/Involvement — Hold annual public hearing and <br />take and consider public comments throughout the year. <br />Illicit Discharge Detection and Elimination (IDDE) — Updating <br />storm sewer maps, ordinance addressing IDDE was adopted <br />9/2008. <br />Construction Site Storm Water Runoff Control — The City did not <br />have much development last year, however, appropriate controls <br />were required. The City's street improvement projects were also <br />required to have storm water runoff controls in place. RWMWD <br />continues to provide assistance in these efforts. <br />Post- Construction Storm Water Management for New <br />Development and Redevelopment — Ordinance adopted 9/2008. <br />Development Agreement include relevant provisions. <br />Pollution Prevention /Good Housekeeping for Municipal <br />Operations — Inspections went well. Some tree growth was <br />removed and the City cleaned up some inlets and outlets. Salt <br />usage was down from 2010. In 2011 there were 21 events and 156 <br />2 <br />
