owarc <br />August 13, 2003 <br />File: 821110J -0240 <br />R, Green Co <br />Honorable Mayor and City Council <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117 -1633 <br />RE: HAMEL COURT <br />CITY OF LITTLE CANADA <br />Dear Mayor and Council Members: <br />' npany <br />We received a revised submittal package for the proposed Hamel Court subdivision located <br />north of Twin Lakes Road on August 12, 2003 from Plowe Engineering, Inc. Based upon our <br />review and conversations with the Public Works Director, we would offer the following <br />comments: <br />1. The proposed grading should be revised at the south end of the development east of <br />Twin Lake Road to prevent runoff onto the adjacent property. <br />2. The storm water pond located west of Hamel Court should be constructed outside the <br />street right -of -way. In addition, 4:1 slopes should be used on the pond side slopes. <br />3. Watermain should be installed through the plat from Twin Lakes Blvd. to Twin Lakes <br />Road. Fire Hydrants and water services should also be installed. The watermain will <br />need to be filled with chlorinated water and pressure tested prior to approval, however <br />no hook -up can be made until watermain is extended into the area. <br />4. Top of curb elevations should be shown at all radius points and around the cul -de -sac to <br />verify adequate drainage. <br />5. A typical section for the street should be shown on the plan to ensure adequate design <br />strength. <br />6. The City is currently investigating the possibility of providing the entire Twin Lake area <br />with storm sewer; therefore it may be possible to eliminate the on -site storm water ponds <br />and discharge to Twin Lake. However, no answer has been received from Mn /DOT in <br />regards to discharging to the 694 interstate ditch. In discussions with the developer, he <br />would like to complete the project using the pond due to the financial burden of delaying <br />the project until an answer is received. <br />7. The Emergency Overflow (EOF) outlets should be shown for the both ponds. <br />8.
