Cost Estimate <br />As indicated in the attached March 25, 2003 memorandum it is less costly to remove the existing <br />streetlight from the south side of Little Canada Road from Rice Street to Market Place Drive ($875 <br />per light) than those located in the pavers on the north side of the street ($2,350 per light). If every <br />other light were to be removed along the south side Little Canada Road, the removal cost would <br />increase to $1,950 per light because new conduit and wire would have to be installed to the <br />remaining lights. Therefore, it is less costly to keep the lights on the north side of Little Canada <br />Road and remove all of the lights along the south side. <br />The use of (new) streetlights was not considered because they cost $3,800 just for the streetlight <br />fixture, pole and base. Installation is extra. <br />Based on the above, the estimated cost to implement the proposed plan is $53,200. This plan covers <br />the entire redevelopment area so the cost is higher than discussed earlier. However, this cost may be <br />reduced by having the developer pay for the installation of streetlights adjacent to the properties <br />being redeveloped. The estimated cost breakdown for each phase is as follows: <br />• Phase One: Remove 16 streetlights from south side of Little Canada Road between Rice <br />Street and Marketplace Drive (fixture, pole, screw -in anchor base, cut conduit at base, pull <br />wire out of conduit, fill hole, tamp and seed) $14,000 or $875 each. The 8 streetlights that <br />were by the temporary bus hub were removed as part of the Market Place Drive <br />reconstruction project. <br />• Phase Two: Install 13 streetlights along one side of Market Place Drive from Rice Street to <br />Little Canada Road (assume reuse of fixture, pole, and base from streetlights removed, 1660 <br />feet of conduit and wire all installed by plow and bore, plus one feed point cabinet) $20,800 <br />or $1,600 each. <br />• Phase Three: Install 7 streetlights along Rice Street (assume reuse of fixture, pole, and base <br />from streetlights removed, 1100 feet of conduit and wire all installed by plow and bore, plus <br />one feed point cabinet) $11,200. Staff would propose the developer pay these costs. <br />• Phase Four: Install 4 streetlights along Middle Street (assume reuse of fixture, pole, and <br />base from streetlights removed, 550 feet of conduit and wire all installed by plow and bore, <br />includes feed point from Phase 2 work) $7,200 or $1,800 each. Staff would propose the <br />developer pay these costs. <br />Conclusions /Recommendations <br />The proposed streetlight plan provides the illumination needed and continues the theme established <br />along Little Canada Road over the redevelopment area. In addition this plan reuses all of the <br />streetlights that can be removed from Little Canada Road, thus providing the most impact at the <br />lowest cost. <br />Staff believes this plan meets the wishes of Sherman Associates. We have asked them to provide <br />their plan to illuminate the walk along Little Canada Road adjacent to the Lodge and Village. We <br />hope to have this prior to Wednesday's meeting.
