• 1005.020 (d) 10. A plan for soil erosion and sediment control both during construction <br />and after development has not been completed as evidenced by the letter dated July 17, 2003 <br />from the Ramsey /Washington Metro Watershed District. <br />• 1005.020 (d) 11. A vegetation preservation and protection plan has not been submitted. <br />• 1005.020 (d) 12. A financial statement of the developer satisfactory to the City has not <br />been submitted. <br />• 1005.030 (c) Location of monuments are not shown and described on the final plat. <br />• 1005.030 (j) The dedication of easements does not include the required language. <br />• 1005.030 (k) The dedication of streets for public use does not include the required <br />statement. <br />• 1006.020 (g) Given substantial grade changes made to existing topography and to <br />that which was proposed on the preliminary plat as well as the addition of substantial <br />retaining walls, there is no due regard for all natural features such as topography, tree growth, <br />water courses, historic spots or similar conditions which if preserved will add attractiveness <br />and stability to the proposed development. <br />• 1006.010 (h) Outlot C is still shown as a lot remnant. <br />• 1006.030 (p) The 50 foot road right -of -way is not provided due to the fact that it is <br />encumbered by the Williams Pipeline easement. This is also contrary to Little Canada City <br />Code Chapter 2302 entitled "Telecommunications ". <br />• 1006.050 (a) Plat does not conform to the natural limitations presented by <br />topography and soil so as to create the least potential for soil erosion. <br />• 1006.050 (b) Erosion and siltation control is not coordinated with the different stages <br />of development and with appropriate control measures. A seeding schedule is not established <br />and therefore no guarantee exists to ensure seeding occurs within prescribed timelines <br />established by the Minnesota Department of Transportation for proper germination and <br />growth of turf. <br />• 1006.050 (c) No plan has been provided to demonstrate that the land shall be <br />developed in increments of workable size such that adequate erosion and siltation controls can <br />be provided as construction progresses. <br />• 1006.050 (f) Natural vegetation is not being protected by this development with the <br />exception of the "no disturb zone" required for wetland protection. <br />• 1007.010 Developer has not dedicated access to wetland area on what was <br />labeled as Outlots A and B in an earlier submittal and now would be in vicinity of Lots 1 and <br />3 <br />
