14. This was a condition of approval by the Park & Recreation Commission and approved by <br />the City Council. <br />• 1008.010 (c) There is no report from City Engineer verifying that the proposed <br />improvements meet the requirements of the City due to deficiencies in the Developer's <br />submittals as indicated in staff reports. <br />• 1008.010 (f) City Engineer has not approved all required improvements to be <br />installed under the provisions of this Ordinance due to deficiencies in the Developer's <br />submittals as indicated in staff reports. <br />• 1008.030 (c) The grading and drainage plan has not been approved by the City <br />Engineer due to deficiencies in the Developer's submittals as indicated in staff reports. <br />• 1008.030 (f) Based on grading and drainage plan submitted with the final plat, <br />landscaping required by preliminary plat approval ( landscaping along south boundary of <br />Preserve Court right -of -way) cannot be complied with. <br />The proposed final plat of The Preserve is non - compliant with the preliminary plat approval granted <br />on October 23, 2002 based on the following: <br />1. Grading and Drainage Issues: <br />a. The Grading and Drainage Plan varies significantly from the Preliminary Plat by <br />increasing road elevations of Preserve Court by two to three feet and by creating the <br />need for several retaining walls necessary to support building pad locations throughout <br />the plat, many of which encroach on the required wetland buffer, an area that is to <br />remain undisturbed. <br />b. The Grading and Drainage Plan submitted for City Council approval has not been <br />updated to fully reflect the revised retaining wall and grading design of rear yards on <br />most lots in the plat. <br />c. The Grading and Drainage Plan varies significantly from the Preliminary Plat by <br />creating the need for several steep (2:1 ratio) slopes from the building pad area to the <br />wall that is adjacent to the wetland and wetland buffer area. This wall is needed to <br />support the lot. <br />d. The Grading and Drainage Plan varies significantly from the Preliminary Plat by <br />creating the need for a retaining wall of more than ten feet in height supporting a <br />proposed public street and utility lines that would be severely affected by any defect in <br />the wall. <br />4 <br />
