COMMUNITY PRIDE
1953 -. 2003
515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766-4048
www.ci.little-canada.mn.us
MAYOR
Michael I. Fahey
COUNCIL
Jim LaVaile
Matt Anderson
Rick Montour
Bill Blesener
1DMIN[STRATOR
Joel R. I- tanson
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Greg Schroeder, Public Works Director
DATE: August 4, 2003
RE: No Parking on East side of Park Street
Council Member Jim LaVaile at the request of a resident who lives on Park Street expressed concern
about the number of vehicles parking along Park Street and the potential safety hazard they are
creating. Council Member LaVaile requested that I investigate the need for a no parking zone along
the east side of Park Street. See attached map.
I have field inspected this area. The street is 32 feet wide with surmountable curb. Between
approximately 2550 and 2560 Park Street there is a hill and curve in the street alignment that is hard to
see over and around when vehicles are parked along the curb. Parking is currently allowed on both
sides of the street through this section of Park Street.
The following vehicle widths are provided for your reference:
Plow Truck 11 feet (width from wing to side mirror)
Fire Truck 10 feet (width at side mirrors)
Full Size Pickup Truck 8.5 feet (width at side mirrors)
Compact Car 6.5 feet (width at side mirrors)
Given these dimensions, if vehicles are parked on both sides in this section of street, traffic must pass
through a restricted width of only 15 to 19 feet. That only allows about 7.5 to 9.5 feet per vehicle, if
two vehicles coming from opposite directions meet in this area. If a no- parking zone were to be
imposed only along one side of the street the restricted width would increase to between 23.5 to 25.5
feet which would be sufficient for maintenance and safety vehicles to pass. I would recommend the no
parking zone to be imposed along the east side of Park Street to maintain an unobstructed line of site
for drivers of vehicles backing out of their driveways. This would minimize the hazard of trying to see
around parked vehicle while backing out of their driveways. In addition, there are more parking spaces
along the west side of Park Street because there is only one driveway entrance and that driveway
would experience minimal backing as it provides access to the 4 -plex apartment building parking lot.
Based on the above safety concerns, I recommend that the City Council establish a no- parking
zone along the east side of Park Street starting at Demont Avenue and go north approximately
510 feet to about 2560 Park Street.
Ii: \GregS \ Streets \No Parking on Park Street.doc
7
