Honorable Chairman and Planning Commission <br />July 9, 2003 <br />Page Three <br />General Comments <br />The addition of the retaining walls both within the right -of -way and on the wetland side of <br />10 of the 15 lots brings up concerns that were not present when no walls were being <br />used. The largest retaining wall within the road right -of -way is being used to support the <br />road and the public utilities, and a majority of the retaining walls used within the lots are <br />being utilized to support the building pad areas. We have concerns that failure of the <br />retaining walls could cause significant damage and possible harm. <br />If retaining walls of the height indicated on the plans (10 -feet) are constructed within the <br />right -of -way to support public improvements, it may be beneficial to the City that the <br />walls be concrete poured in -place walls due to the reduced risk of failure. It is also <br />recommended that the development association be responsible for any and all costs to <br />repair or replace the retaining walls within the right -of -way or any damage caused to the <br />public utilities due to the wall's failure. Soils information and the wall design should be <br />submitted and approved prior to construction of any retaining wall. <br />The retaining walls within the lots will not support any public improvements, but are <br />being used to support the building pad areas. The wall design will need to be modified <br />for each wall depending on how close the home will be constructed. In addition the <br />drainage swales that run along the north /south lot lines will convey water along the <br />bottom of the wall, care will need to be taken to ensure that erosion does not undermine <br />these retaining walls and cause a failure. <br />These are our comments based on the review of the resubmitted documents. All items <br />listed above should be addressed and the storm pipe calculations received and reviewed <br />prior to final approval by the City.
