Ramsey - Washington Metro
July 17, 2003
Mr. Joel Hanson
City of Little Canada
City Manager
515 East Little Canada Road
Little Canada, MN 55117
Dear Mr. Hanson,
District
1902 East County Road B
Maplewood, MN 55109
(651)704 -2089
fax: (651)704 -2092
email: office @rwmwd.org
This letter is to update you on the status of "The Preserve" with the Ramsey - Washington
Metro Watershed District. A pet alit has not been issued to the applicant for this project.
There a number of items that have not been addressed and will need to be before the
permit will me issued. The items are as follows:
1. The applicant is not in compliance with the District's wetland buffer policies for
the following reasons:
a. The applicant has not provided calculations showing that an average of
75 -foot buffer is met.
b. District policy requires a no- disturb buffer with no grading or structures
allowed in that area. The plans show grading in the buffer area and
retaining walls within the buffer.
c. District policy requires a minimum of a 10 -foot buffer from the wetland.
There are places on the plan where grading occurs within that 10 feet.
2. The plans do not accurately show the area of disturbance needed for the
construction of the retaining walls. That must be taken into consideration when
determining grading limits and buffer calculations.
3. The applicant was allowed to construct the stormwater ponds in the wetland
buffer area provided the disturbed area is planted with native vegetation. A native
vegetation plan has not been submitted to the District for approval.
4. The wetland buffer signs shalt be placed at the edge of the wetland buffer area.
If you have any questions, please feel free to call me. Thank you.
(S/incerely,
Tina Carstens
Permit Program Coordinator
Cc: Kevin Von Riedel, Dayspring Development
Jeff McDonnell, 'ProTerra Design
