MINUTES <br />PLANNING COMMISSION <br />JULY 10, 2003 <br />a.m. closing, but he was not sure. He noted that Louie's is not really a <br />competing factor for Coliseum Billiards given their limited number of <br />tables. <br />Keis asked if the 4 a.m. closing would be just for Friday and Saturday <br />nights. Melloy indicated that he would likely stay open to 4 a.m. on the <br />weekends only in the summer, but would be open every day until 4 a.m. <br />during the fall, winter, and spring months. Melloy reported that business <br />is lighter during the summer months and picks up the remainder of the <br />year. <br />Knudsen asked for the Sheriffs Department's position on the request. <br />The Commission reviewed the letter from the Ramsey County Sheriff's <br />Department indicating that they did not have a concern with the request. <br />Melloy informed the Commission of the actions that he takes with regard <br />to policing the billiard hall as well as the parking lot. Melloy reported that <br />he does not tolerate any illegal activities or loitering either inside the <br />billiard hall or outside in the parking lot. Melloy indicated that is policing <br />of the property would continue with a 4 a.m. closing, therefore, he did not <br />anticipate any problems. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Duray recommended approval of the amendment to Conditional Use <br />Permit for Coliseum Billiards extending the hours of operation to 4 a.m. <br />subject to an annual satisfactory staff review. <br />Motion seconded by Knudsen. <br />Motion carried 5 — 0. <br />PROPERTY Greg Galloway appeared before the Commission requesting the division <br />DIVISION — of property at 515 LaBore Road into two single- family lots. <br />525 LABORE <br />ROAD — The City Planner reviewed the history of this property indicating that <br />NEAMY/ it had been subdivided in the mid- 1980's. While the property owner, <br />GALLOWAY Joann Neamy, proceeded with the division of the lot at 535 LaBore Road, <br />she did not divide the lot at 515 LaBore Road as depicted on the diagram. <br />This was because a condition of approval was that the existing garage at <br />525 LaBore Road would be required to meet a 10 -foot side yard setback, <br />resulting in the need to remove a portion of the garage. Since that time, <br />however, the City has amended the code to provide for a 5 -foot side yard <br />-2- <br />
