Green Co Honorable Chair and Planning Commission City of Little Canada 515 Little Canada Road East Little Canada, MN 55117 -1633 RE: THE PRESERVE CITY OF LITTLE CANADA Dear Planning Commission Members: pant As requested, we have reviewed the resubmitted package for the proposed "The Preserve" development located east of McMenemy Street between the wetland and Viking Drive. The submittal documents were prepared by ProTerra Design Associates and Metro Land Surveying and Engineering and include a final plat and preliminary plans. The plans are dated May 24, 2002 however; revisions are noted as being completed June 12, 2003. Based upon our review and conversations with other City staff we would offer the following comments: Preliminary Plat 1. The City has requested that the standard street right -of -way width of 50 feet be granted outside of the William Pipeline easement to allow the City full control of the right -of -way. The final plat has not been revised per this request. It is our understanding that a Ramsey County Court has found that the granting of the right - of -way within the Williams Pipeline easement should be allowed by the City even though the City would have only ancillary control of the right -of -way. 2. The location of the west lot line of Outlot B should be verified to match the east lot line of the adjacent lot to the west. The Developers surveyor may already have this information, but it has not been submitted. 3. It should be noted that the final plat significantly differs from the preliminary plat submitted due to major design changes. These changes have generated comments that were not previously noted. Drainage 1. Drainage calculations were provided for review of overall site discharge rates and ponds. Pipe calculations should be provided along with spread calculations at the gutter line.
