Honorable Chair and Planning Commission <br />June 6, 2003 <br />Page 2 <br />Grading Plan <br />1. Only one grading plan was included in the submittal documents. This grading <br />plan was for construction of the development without including allowances for <br />extensions of a development into the adjacent property to the southwest. <br />2. Top and bottom elevations should be shown for all retaining walls proposed <br />within the development. <br />3. The proposed retaining wall just east of the proposed pond has a build of 7 feet. <br />it should be required that this retaining wall be tiered in 4 foot high or less <br />sections. The bottom elevation for the lowest wall should be a minimum of 1 foot <br />above the high water level of the pond. <br />4. The proposed grading extends into the Rustic Place property. An easement will <br />be necessary prior to any construction on the Rustic Place Apartment property. <br />5. The emergency overflow route must be shown for all street low points. <br />6. Additional topography and grading information must be shown on the adjacent <br />property to the southwest in the vicinity of the retaining walls to ensure against <br />ponding or other drainage concerns. <br />7. Inverts should be listed on all City structures and pipe information should also be <br />shown on the plan. <br />8. The proposed outlet for the storm water pond is a flared end section. An outlet <br />structure should be used. <br />9. The rip rap used at all outlets should be Class 4. <br />These are our comments based on the review of the submitted documents. It should be <br />noted that the Ramsey Washington Watershed must review and approve the grading, <br />drainage, and erosion control plan prior to any construction.
