Rob Carlson <br />Rob Carlson Builders, Inc. <br />1680 99th Lane Northeast <br />Blaine, Minnesota 55449 <br />Dear Mr. Carlson: <br />Subject: Abandoned, Unsealed, 2- Inch - Diameter Water - Supply Well at 3250 Twin Lake <br />Boulevard Little Canada, Ramsey County, Minnesota <br />This letter is written to inform you of the presence of an unsealed, abandoned, 2- inch - diameter <br />well on your property at 3250 Twin Lake Boulevard, Little Canada, Minnesota. <br />A 2 -inch- diameter well, approximately 105 feet deep, served the property until the 1960s when <br />the well failed. During an attempt to repair the well, drill tools became stuck in the well and <br />could not be removed_ A 137- foot -deep, 4- inch - diameter water- supply well was constructed in <br />the same well pit, directly adjacent to the 2- inch - diameter well, in au attempt to loosen the 2 -inch <br />well so that it could be pulled out to retrieve the lost drilling tools. During the attempt to pull out <br />the 2 -inch well, the 2 -inch well casing broke off between 20 and 40 feet below the surface. The <br />tools .lost in the 2 -inch well included 42 feet of 1- inch - diameter extra heavy pipe and a 3 -foot <br />string of tools, which included a taper tap and drilling jars. <br />In May of 2003, the 4- inch - diameter well was sealed by Johnson Brothers Well Drilling <br />Company. In addition, Ray Anderson Excavating Company attempted to uncover the 2 -inch <br />well with a track -hoe excavator so that it also could be sealed. A hole was excavated to a depth <br />of approximately 12 feet below the surface; however, the 2 -inch well was not located. <br />Minnesota rules governing well sealing require that debris, obstructions, or other materials that <br />could interfere with sealing be removed from a well prior to sealing. Once a well is cleared of <br />obstructions, a grout pipe must be inserted to the bottom of the well and a cement or bentonite <br />grout must be pumped into the well until it is full. <br />We understand that you wish to develop the property and build several homes on it. Lf the well is <br />not located and properly sealed by a licensed well contactor, you must apply to the Minnesota <br />Department of Health for a variance to postpone permanent sealing of the well until it can be <br />accessed and sealed.
