Hanson <br />This past spring, flooding occurred on Mr. Ed Anderson's property located at 2550 Rice Street. This property is <br />adjacent to the Edgewater Town Office Development. While part of the problem was caused by ice build up in <br />the culvert that drains Mr. Anderson's property to the pond, the principle problem is attributable to the pond <br />elevation used to design of the area's drainage system. Specifically, the ordinary high water mark (OHWM) <br />provided to the Developer's engineer by the Ramsey/Washington Metro Watershed District did not account for <br />the fact that the two ponds located in this area were not connected. Therefore, the OHW elevation for the west <br />pond was not accurate and the pond's elevation went beyond this parameter, as there is no outlet for this pond. <br />(There is an outlet for the pond to the east.) <br />To alleviate this problem, we are proposing to construct a swale between the two ponds using city forces and <br />equipment. We are also proposing to split the cost with the developer on a 50/50 basis to get this work <br />accomplished. If the Watershed participates financially, then that contribution would also be shared on a 50/50 <br />basis. <br />Attached is a letter I sent to the Developer outlining my proposal. [ expect to the Developer to give me his <br />position on this proposal by Wednesday's meeting. 1 would recommend the Council authorize the arrangement as <br />proposed. <br />1 <br />
