MINUTES
CITY COUNCIL
JUNE 24, 1998
Fahey pointed out that kids playing ball cannot dive for a fly ball without
coming up covered with poop. Fahey felt there was something wrong
when animals can poop wherever they want and people have to put up
with it. Fahey felt that the situation needed to be controlled and it was a
nuisance. If there is another program available that can correct or
minimize the problem, that would be fine.
Chester stated that she does not want the geese to leave and only just a
couple of people on Savage Lake that want them gone.
Fahey pointed out the petition received to continue with the goose
management program. Fahey stated that the issue goes beyond Savage
Lake, the problem is spread over the City.
Chester questioned whether the City can keep up with the problem each
year.
Morelan felt that after one year the program has made a positive impact.
Morelan agreed the solution may be short -term, and indicated that he
would be interested in hearing of any better programs that are out there.
However, there are definite nuisance issue with the geese. Morelan felt
the City must go forward with the goose management program.
Chester pointed out that dogs poop in the park.
Fahey pointed out that the City has an ordinance requiring people to clean
up after their dogs. However, no one is responsible for cleaning up after
the geese. Fahey felt it would be irresponsible for the City to ignore the
problem and wait for the results of a five -year study. In the meantime the
rest of the citizens will be inconvenienced and upset.
Scalze asked if there were public monies involved in the five -year study.
Scalze also asked why people do not take eggs from nests now.
Hatfield responded that a permit is required to take eggs from nests since
geese are migratory birds and are protected.
Scalze stated that she would be interested in looking at the results of this
program. Scalze also indicated that alternatives to the U of M's goose
management program should have been considered in March. Scalze
pointed out that the egg program is too late for this year, but suggested
that it be considered in the future. Fahey and Morelan agreed.
I8
-7-
