Inman again stated that his <br />concern was the loss of privacy and the public's right to use this right-of- <br />way. <br />Duray asked how Inman felt about the Planner's suggestion that the 25 <br />feet be platted as an outlot for dedication to the City when Leeward Way <br />is extended. Inman indicated that Ire would be agreeable to that. <br />Keis pointed out that from the City's perspective, it is trying to plan ahead <br />for the eventual extension of Leeward Way. <br />Keis asked if there was anyone from the general public wishing to <br />comment on this matter. <br />Debby Lancette, 791 LaBore Road, indicated that she supported the <br />dedication of the 25 feet aright-of-way from the Inman property at this <br />time rather than the outlot option. Lancette felt the right -of -way <br />dedication should occur now rather than delaying the issue into the future. <br />Lancette also asked how sewer and water service would be provided for <br />these two lots. <br />Weihe asked why Lancette opposed the outlot option. Lancette stated that <br />her concern would be that there would be costs associated with obtaining <br />this right -of -way via the outlot option which would be avoided if the right- <br />of-way were dedicated at this time. <br />The City Planner indicated that the only way the outlot option would work <br />is if there is a contract in place with provides for the conversion of the <br />outlot to public right -of -way at the time Leeward Way is developed. This <br />contract would be binding on the current and future owners of the outlot. <br />Debby Lancette requested that barriers be posted at the deadend of both <br />Leeward Way and the proposed Allan Avenue. She informed the <br />Commission that there is a great deal of trespassing at the back of her <br />property by people using ATV's. Lancette pointed out that the <br />improvement of Allan Avenue brings another access into her property. <br />Lancette Felt that the barriers would deter the use of the property until such <br />time as Leeward Way is further improvement and the area is developed. <br />Lancette also asked if there would be any cost to her for the improvement <br />of Allan Avenue. The City Planner pointed out that Allan Avenue is being <br />proposed as a private improvement, therefore there would be no <br />assessments. <br />
