NTINUTES PLANNING COMMISSION JUNE+', 12, 2003 dedicated that this time, and suggested that the dedication could be delayed until Leeward Way is extended. Inman again stated that his concern was the loss of privacy and the public's right to use this right-of- way. Duray asked how Inman felt about the Planner's suggestion that the 25 feet be platted as an outlot for dedication to the City when Leeward Way is extended. Inman indicated that Ire would be agreeable to that. Keis pointed out that from the City's perspective, it is trying to plan ahead for the eventual extension of Leeward Way. Keis asked if there was anyone from the general public wishing to comment on this matter. Debby Lancette, 791 LaBore Road, indicated that she supported the dedication of the 25 feet aright-of-way from the Inman property at this time rather than the outlot option. Lancette felt the right -of -way dedication should occur now rather than delaying the issue into the future. Lancette also asked how sewer and water service would be provided for these two lots. Weihe asked why Lancette opposed the outlot option. Lancette stated that her concern would be that there would be costs associated with obtaining this right -of -way via the outlot option which would be avoided if the right- of-way were dedicated at this time. The City Planner indicated that the only way the outlot option would work is if there is a contract in place with provides for the conversion of the outlot to public right -of -way at the time Leeward Way is developed. This contract would be binding on the current and future owners of the outlot. Debby Lancette requested that barriers be posted at the deadend of both Leeward Way and the proposed Allan Avenue. She informed the Commission that there is a great deal of trespassing at the back of her property by people using ATV's. Lancette pointed out that the improvement of Allan Avenue brings another access into her property. Lancette Felt that the barriers would deter the use of the property until such time as Leeward Way is further improvement and the area is developed. Lancette also asked if there would be any cost to her for the improvement of Allan Avenue. The City Planner pointed out that Allan Avenue is being proposed as a private improvement, therefore there would be no assessments.
