owarc <br />June 6, 2003 <br />File: 821460J -0240 <br />Croon Company <br />Honorable Chair and Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117 -1633 <br />RE: DISTRICT COUNSEL 82 PROPOSED NEW FACILITY <br />CITY OF LITTLE CANADA <br />Dear Planning Commission Members: <br />As requested, we have reviewed the submitted package for the District Counsel 82 <br />proposed new facility to be located on lot 1 of the dry wall supply development located <br />on the Old Knox property south of Country Drive. The submittal documents were <br />prepared by Anderson Engineering of Minnesota L.L.C. and include a site plan, grading <br />and drainage plan, utility plan, and landscape plan. The date on the cover sheet of the <br />submittal is May 27, 2003. Based upon our review and conversations with other City <br />staff we would offer the following comments: <br />Site Plan <br />1. The City Planner should comment on the parking provided based on the building <br />size and proposed use. <br />2. The site will share a common access with three other properties and the access <br />will handle significant truck traffic. If possible, it would be beneficial to either <br />eliminate the parking west of the building directly adjacent to the common access <br />or provide separation between the parking and the common access. <br />Grading Plan <br />1. A crown in the bituminous pavement should be provided in the common access <br />to prevent sheet flow from one curb line to the other. This will require the addition <br />of catch basins along the west curb line of the common access. <br />2. Emergency overflow must be shown for all low points within the site, <br />3. It is being proposed to construct a 2 to 3 foot high retaining wall along the east <br />edge of the parking lot. it appears this can be constructed without impacting the <br />existing drainage ditch along the east property line. However, it should be noted <br />that this drainage ditch must be maintained. <br />Utility Plan <br />1. The fire and domestic water service must be run into the building individually and <br />valve provided for each to allow individual shut off. <br />2. The hydrant noted to be relocated can be salvaged to the City. However, a new <br />hydrant must be installed. <br />
