The City • <br />Council discussed this issue at its recent meeting and called for the public hearing to <br />consider the zoning ordinance amendment. At the same meeting, the Council adopted <br />an ordinance amendment to the City Code establishing a licensing requirement for <br />massage therapy as a principal business. Currently, massage therapy is allowed as an <br />accessory use in a salon. The use may also be located within physical therapy or <br />chiropractic offices. The proposed amendment would establish the use as a principal <br />use, rather than a use which is accessory to another business operation. <br />The licensing requirements state that individual therapists must be licensed, and that <br />the establishment itself must maintain a license as well. We have prepared the <br />attached zoning ordinance amendment that creates a category for Massage Therapy as <br />a Conditional Use within the B -3, General Business District. The amendment <br />essentially requires that an applicant meet the requirements of the licensing ordinance, <br />and gives the City the authority to review the CUP for compliance with the regulations <br />and to add conditions that may be necessary to ensure compliance with the City's <br />requirements and other ordinances. <br />pc: Kathy Glanzer <br />Steve Westerhaus <br />Lee Elfering <br />Greg Schroeder <br />
