The City • Council discussed this issue at its recent meeting and called for the public hearing to consider the zoning ordinance amendment. At the same meeting, the Council adopted an ordinance amendment to the City Code establishing a licensing requirement for massage therapy as a principal business. Currently, massage therapy is allowed as an accessory use in a salon. The use may also be located within physical therapy or chiropractic offices. The proposed amendment would establish the use as a principal use, rather than a use which is accessory to another business operation. The licensing requirements state that individual therapists must be licensed, and that the establishment itself must maintain a license as well. We have prepared the attached zoning ordinance amendment that creates a category for Massage Therapy as a Conditional Use within the B -3, General Business District. The amendment essentially requires that an applicant meet the requirements of the licensing ordinance, and gives the City the authority to review the CUP for compliance with the regulations and to add conditions that may be necessary to ensure compliance with the City's requirements and other ordinances. pc: Kathy Glanzer Steve Westerhaus Lee Elfering Greg Schroeder
