toward R, Groon Co <br />May 2, 2003 <br />File: 803950J <br />Honorable Chair and Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117 -1633 <br />RE: THE VILLAGE AT LITTLE CANADA <br />CITY OF LITTLE CANADA <br />Dear Planning Commission Members: <br />,., -.pa <br />ry <br />As requested, we have reviewed the submittal package for the proposed "The Village at Little <br />Canada" development located south of Little Canada Road adjacent to the Rustic Place Apartments. <br />The submittal documents dated April 22, 2003 were prepared by Alliant Engineering and include a <br />preliminary plat, site plan, grading plan, utility plan, landscape plan, and sheets for a PUD concept <br />review. Based upon our review and conversations with the Public Works Director, City Planner, and <br />other City staff, we would offer the following comments: <br />Preliminary Plat <br />1. All side lot line drainage and utility easements should be six feet wide. <br />Site Plan <br />1. The minimum road width within the development should be 24 feet. <br />2. Sufficient room must be left between the front loading garage face and the curb to allow <br />parking of a full sized vehicle without overhanging onto the street. <br />3. When two side loading garages are used, sufficient distance must exist between the faces <br />of both garages to allow for parking of a vehicle in front of both garages and still allow <br />entrance and exit of a vehicle. <br />4. The City Planner should comment on the number of additional parking stalls required <br />within the development for visitor parking. <br />Grading Plan <br />1. The normal water level and 100 -year high water level for the proposed pond should be <br />noted on the plan. <br />2. The top of curb elevations should be shown at all radius points, corners, and breakpoints <br />on the street. <br />3. A more defined swale should be graded to the east of the pond to prevent water from <br />being directed toward the buildings to the south of the pond. <br />4.
