Utilities. The Public Works Director had the following comments: <br />1. Both the sanitary sewer and water mains should be located in the street. <br />2. One water line can be brought into each building; however, it would require the <br />construction of a "mini main" in the building with the water meters for each unit run <br />from it. The meters must have a ball valve upstream and down stream of the meter. <br />Also a curb stop for each building mini main should be located at the property line <br />for city access. <br />3. The water mains and hydrants will be public. The water service to each building will <br />be private up to and including the corp valve. <br />4. The sanitary sewer main are public. The sanitary service to each building will be <br />private. <br />Summary and Recommendation <br />The proposed townhouse project is generally consistent with the previously submitted <br />Concept Plan and is consistent with the land use planning for this area. We therefore <br />recommend approval of the Preliminary Plat and Development Stage Planned Unit <br />Development for the townhome portion of Village Square subject to the following <br />conditions: <br />Approval is subject to successful execution of an administrative lot split to acquire <br />part of a neighboring property that is included in the project. As part of that review, <br />issues relating to the setback of an existing shed and removal of an existing <br />building, bituminous paving, overhead utility line, overhead telephone line, and <br />fence must be addressed. <br />The applicant must revise the plan so that the main internal private street in the <br />proposed project extends all the way to the south property line. The layout must be <br />revised to make a smooth connection between the subject site and the property to <br />the south. <br />3. The applicant must provide a concept plan to show how a townhouse project with <br />a through street could be arranged on the adjacent property to the south. <br />4. Information must be submitted to demonstrate that there is a cross access <br />easement and a shared maintenance agreement to allow the shared driveway with <br />the apartment to the east. <br />The private streets that are proposed to be 18 feet wide must be revised to be 24 <br />feet wide. <br />6. All buildings must be set back at least 25 feet from the curb face to allow vehicles <br />to be safely parked in driveways. <br />7. With the side - loading garages, there must be enough space for vehicles to be <br />parked in the driveway of one unit and, at the same time, allow a vehicle from the <br />4 <br />
