Hanson <br />Crack filling is the cheapest, and most proactive means to help extend the life of a street surface. <br />By routing out an existing crack and tilling it with sealant you prevent water from getting under <br />the paved surface where it can severely damage and shorten its' life. Seal coating is the next <br />cheapest tool to extend the life of a street surface. Seal coating helps seal some cracks, but more <br />importantly it provides a thin barrier to keep the bituminous emulsions from drying up and <br />causing early degradation of the street surface. In addition, seal coating provides a thin rock <br />wear surface that must be worn away first before the actual pavement surface can be worn. <br />Scope: <br />The streets proposed to be crack filled include all the streets to be seal coated. Since this last <br />winter was very hard on our city streets, additional streets will be added as quantities of sealant <br />and budget permits. The City of Vadnais Heights is coordinating the crack filling and the City of <br />Little Canada is coordinating the seal coating. <br />Budget: <br />Two quotes were obtained for the 2003 crack filling work to be performed. The 2002 crack <br />filling cost was $0.539 per pound applied. This year, the low quote is from Northwest Asphalt <br />Maintenance, Inc., for $0.439 cents per pound of sealant used. Northwest Asphalt Maintenance <br />performed crack filling in the City of Little Canada last year and they did satisfactory work. <br />Based on field inspection and rough estimates, it is estimated that a crack filling program in the <br />amount of $21,000 is needed this year. Crack tilling was included in the 2003 budget in the <br />amount of $7,000.
