City of Little Canada, Minnesota
PART V. STORM WATER POLLUTION PREVENTION PROGRAM
A. The SWPPP as summarized in Item 0 of this section, was designed to minimize the
discharge of pollutants from the City's MS4, to protect water quality, and to satisfy the
appropriate water quality requirements of the Clean Water Act.
B. The City's SWPPP was designed and will be managed to minimize the discharge of
pollutants from the City's system to the Maximum Extent Practicable (MEP).
C. The City will submit an annual report in accordance with the Reporting Requirements of
Part VI. C, of the permit.
D. In the development the City's SWPPP, the City has considered the sources of pollutants, the
potentially polluting activities being conducted in the watershed, and the sensitivity of the
receiving waters as summarized below.
There are no "Outstanding Resource Value Waters" as listed in Minn. R. 7050.0180, subp.
6, 6a, or 6b, within the City.
E. See specific BMP summaries under Item G of this Section of the permit application.
F. The City understands that the SWPPP in Item G becomes an enforceable part of the permit
upon receipt by the Agency and that modifications to the SWPPP (required or allowed by
the permit) also become enforceable.
G. BMP summary sheets are provided in the attached SWPPP for each of the six (6) minimum
control measures that follow. The unique BMP identification number is listed for each
item in the applicable permit provision. An "R" extension in the BMP unique ID means the
BMP is required in the permit. BMPs without and "R are those the City has included to
meet local goals. A summary table of the BMPs is also provided in the attached SWPPP.
1. Public education and outreach on storm water impacts.
a. See BMP sheets 1 -01 -R through 1 -05 for our Public Education Program.
b. See BMP sheets 2 -01 -R, 3 -01 -R, 4 -01 -R, 5 -01 -R and 6 -01 -R for the Public
Education Program for each Minimum Control Measure.
c. Each sheet listed in item b. addresses the following item for each of the six
minimum control measures:
1) The audience or audiences involved;
2) Educational goals for each audience in terms of increased awareness,
increased understanding, acquired skills, and /or desired changes in behavior;
3) Activities used to reach educational goals for each audience;
City of Little Canada, MN
Appendix 13 Page 5 Permit No. MN R850000
NPDES Phase II Permit NOI
- 5 5 -
