the allowable (15) percent of gross silhouette area of the front of the building as allowed <br />by Ordinance. The applicant has not provided plans for any other signage. <br />RECOMMENDATION <br />The Preliminary Plat of "Schroeder's Rice Street 2"d" is in compliance with the lot <br />standards in the B -3 District, as such the planning staff recommends approval of the <br />Preliminary Plat. There are a number of issues in regards to the site plan design and <br />architectural guidelines for the proposed use. If the Planning Commission believes that <br />approval of the proposed building is warranted, planning staff recommends approval be <br />subject to the site plan being revised to address the following issues: <br />1. An elbow styled turnaround should be provided for the handicapped <br />parking area. <br />2. Eliminate the 12 parking spaces provided directly in front of the <br />supermarket and replace with green space, plantings, and ornamentation <br />to add visual interest to the blank wall surface of the front of the building. <br />3. Parking stalls should be designed to the standards required by the Zoning <br />Ordinance. (8 °/2 feet in width, 20 feet in length) <br />4. The protruding brick faced columns should be of the same EIFS or stucco <br />color, to give the facade more of an undulating appearance. <br />5. A gabled or other alternative roof style should be added over the entrance <br />portion of the site (as done on the Snyder building) to give the facade <br />more of an undulating appearance. <br />6. An awning or canopy may be added above the entrance and window <br />portion of the site to vary the appearance. <br />7. A decorative cornice or some type of building cap should be provided <br />along the roof line as suggested within the architectural guidelines. <br />8. Landscaping and ornamentation should be added along both the south <br />and west portions of the building to break up the monotonous appearance <br />of the facade. <br />pc.
