Hanson <br />The Minnesota Pollution Control Agency (MPCA) is requiring that the City of Little Canada <br />obtain a permit to operate a Municipal Separate Storm Sewer System (MS4) in accordance with <br />the National Pollutant Discharge Elimination System (NPDES) Phase II permit program. The <br />primary goal of this permit is to restore and maintain the chemical, physical, and biological <br />integrity of the waters of the state through management and treatment of urban storm water <br />runoff. This permit has to be renewed every five years and requires annual accomplishment <br />submittals. <br />The City of Little Canada is required to obtain a permit and follow the associated requirements. <br />The attached notice of intent (NOI) is our application and includes Minimum Control Measures <br />(MCM) that we have to address with Best Management Practices (BMP). For the most part the <br />City of Little Canada is already performing a lot of the BMPs we have list. However, some of <br />the required BMPs will require some additional staff time to accomplish since we do not have <br />very detailed records for our storm water system. Since the permit is for five years, we spread <br />the work required to accomplish some of the BMPs over many years to minimize the impact to <br />our city budget. <br />If you have any questions or comments on the permit please call me at 651.766.4049. <br />It is recommended that the City Council authorize staff to submit the City of Little Canada <br />permit application for our MS4. <br />
