Hanson The Minnesota Pollution Control Agency (MPCA) is requiring that the City of Little Canada obtain a permit to operate a Municipal Separate Storm Sewer System (MS4) in accordance with the National Pollutant Discharge Elimination System (NPDES) Phase II permit program. The primary goal of this permit is to restore and maintain the chemical, physical, and biological integrity of the waters of the state through management and treatment of urban storm water runoff. This permit has to be renewed every five years and requires annual accomplishment submittals. The City of Little Canada is required to obtain a permit and follow the associated requirements. The attached notice of intent (NOI) is our application and includes Minimum Control Measures (MCM) that we have to address with Best Management Practices (BMP). For the most part the City of Little Canada is already performing a lot of the BMPs we have list. However, some of the required BMPs will require some additional staff time to accomplish since we do not have very detailed records for our storm water system. Since the permit is for five years, we spread the work required to accomplish some of the BMPs over many years to minimize the impact to our city budget. It is recommended that the City Council authorize staff to submit the City of Little Canada permit application for our MS4.
