BMP Name: Illicit Inspection Program <br />Unique ID: 3 -04 <br />MCM: #3 — Illicit Discharge Detection and Elimination <br />of Uttie Cane,, <br />COMMUNITY PRIDE <br />1953 - 200 <br />Description: <br />The City will explore opportunities to expand existing inspection programs to address illicit <br />connections and illegal dumping detection and elimination. The City will coordinate these activities <br />with the complaint response program (BMP 4 -06 -R) and other related activities. The City will <br />explore collaborative programs with neighboring cities. <br />Justification: <br />The City has older neighborhoods and businesses that may have been subject to lower building code <br />standards and thus may have direct connections to the MS4 system. Some of these businesses may <br />also have leaking pipes or other potential water quality hazards that may impact the MS4 system. <br />This is a required BMP in the permit part V.G.3.c. <br />Responsible Staff /Position: <br />Public Works Director 651.766.4049 <br />Measurable Goals: <br />1. Collaborate with neighboring cities to complete a list of existing information on illicit connection <br />tests and inspections performed to date. <br />2. Meet with neighboring cities to discuss the development and implementation of a coordinated <br />inspection and monitoring program for illicit discharge detection. <br />3. Annually track the number of inspections of businesses and other areas for identifying illicit <br />connections. <br />Implementation Schedule: <br />1. Start program development discussion with cities by March 2005. <br />2. Begin annual inspection of priority outfall locations by March 2006. <br />Education Program /Public Outreach Component: <br />1. Audience or audiences: Residents and business owners, City employees involved handling <br />potentially polluting materials. <br />2. Increased awareness: For all the above listed individuals to identify with the basic goal of the <br />MS4 program - to reduce illicit and other pollutant discharges to District waters. <br />Annual Reporting Items: <br />1.
