BMP Name: Construction Erosion and Sedimentation Control <br />Ordinance <br />Unique ID: 4 -02 -R <br />MCM: #4 — Construction Site Storm Water Controls <br />o{ Little can_ <br />i' <br />COMMUNITY PRIDE <br />1953 - 2003 <br />Description: <br />The City does not have a specific ordinance, which requires erosion control plans for development <br />sites. The City currently relies on the RWMWD to review and issue permits for all land disturbance <br />activities over one acre. <br />Justification: <br />Small construction sites have been shown to contribute as much sediment as large sites on a per acre <br />basis. Therefore, planning for erosion and sediment control practices and procedures in advance of <br />starting construction is an important step in preventing sediment from entering the MS4. This BMP <br />is required in Peuuit part V.G.4.a. <br />Responsible Staff /Position: <br />Public Works Director 651.766.4049 <br />Measurable Goals: <br />1. Contact neighboring cities and obtain ordinance language and NDES Phase II construction site <br />permit requirements for storm water management and erosion and sediment control. <br />2. Develop ordinance and obtain Council approval. <br />Implementation Schedule: <br />1. Obtain ordinance language from neighboring cities by March 2004. <br />2. Analyze Phase II permit requirements and complete comparison to District permit and plan <br />standards and criteria. <br />3. Develop and obtain Council approval of ordinance by March 2005. <br />4. Implement ordinance and provide necessary training and public information. <br />Education Program /Public Outreach Component: <br />1. Audience or audiences: Any resident, contractor, City staff, business or state or public agency <br />conducting land disturbance activities in the City. <br />2. Increased awareness: For all the above listed individuals to identify with the basic goal of the <br />MS4 program - to reduce sediment discharges to City waters from construction sites. Awareness <br />of erosion control practices and how they work when properly installed and maintained. <br />Annual Reporting Items; <br />1.
