NORTHWEST ASSOCIATED CONSULTANTS, INC.
5775 Wayzata Boulevard, Suite 655, St. Louis Park, MN 56416
Telephone: 952.595.9636 Facsimile: 952.595.9837 planners(dnacplanning.com
MEMORANDUM
TO:
FROM:
DATE:
RE:
NAC FILE:
BACKGROUND
Little Canada Planning Commission
John Glomski / Steve Grittman
April 3, 2003
Little Canada — St. John's CUP
758.09 — 03.07
Maryhouse of St. John's, located at 450 Little Canada Road just east of the church site,
has applied for a Conditional Use Permit to allow for the expansion of an existing non-
conforming use. Maryhouse has been a home to eight women who have served the
poor under the tradition of Dorathy Day. The church is requesting to expand and
remodel the home with the intent of providing temporary housing for women and
children in need. Upon remodeling, the house will be lived in by one or more Catholic
women who will serve as "house mothers" and will be staffed by several other Catholic
women who will help with guests needs during the day.
ANALYSIS
The proposed expansion will utilize the area in front of the existing breezeway and
extend 6 feet toward the front property line from the existing entryway, west to the
garage. The total expansion area will equal 288 square feet. The interior will be
remodeled, the stairwell will be extended for safety reasons, more common area will be
provided and the number of bedrooms will be reduced from eight to five.
The subject use is currently non - conforming in that it is located in the R -1 Single Family
District and has exceeded the standards defining "Family" use. A "Family" use, as
described in the definitions section of the Zoning Ordinance, is not to exceed three (3)
unrelated persons maintaining a common household and using common cooking and
kitchen facilities. Prior to this proposal, the house has been used to temporarily house
up to eight unrelated people.
