CN 03- 006283
NARRATIVE
On Saturday, 03 -08 -2003, I conducted ten alcohol compliance checks in the city of Little
Canada, along with Deputy Kevin Otto. We met with two buyers at our patrol station, one
male and one female. A Polaroid photograph was taken of each and photocopies of their
ID's were made. The eighteen - year -old female buyer was assigned #79 and the eighteen -
year -old male buyer was assigned #80. Copies of their information along with copies of
the Alcohol Compliance Check Form for each establishment are attached to this report.
Of the ten businesses visited: one sold alcohol to the underage buyer(s).
After each purchase attempt, I entered the business when the buyer(s) exited and
identified myself as a Ramsey County Deputy Sheriff. I explained the alcohol compliance
check and answered any questions that the business may have had about the process. I
also left a business card at each establishment if any questions were to arise at a later
date. I informed each clerk to tell the other bartenders, servers, managers, owners, etc.
about the visit.
The time of the actual visits are as follows:
7:11 PM, Moon Bay Liquors, 2900 Rice St.
Buyer #80 entered the store and attempted to purchase a bottle of Windsor from the male
clerk. The sale was denied when the clerk asked for ID and the buyer stated that he did
not have it with him.
7:18 PM, Tierney's Liquor, 2760 Rice St.
Buyer #80 entered the store and attempted to purchase a bottle of Vodka from the male
clerk. The sale was denied when the clerk requested ID from the buyer and he stated he •
did not have it on him.
7:22 PM, MGM Liquors, 2680 Rice St.
Buyer #80 entered the store and attempted to purchase a bottle of Jagermeister from the
male clerk. The sale was denied when the clerk asked for ID and the buyer stated that he
did not have it with him.
NOTE: The clerk Mike Kohn requested that a letter be sent to the store stating that the
store successfully passed their alcohol compliance check. Mike was working the cash
register at the time of the purchase attempt.
7:32 PM, Oasis Market, 2250 Rice St.
Buyer #80 entered the store and attempted to purchase a 12 pack of Miller Lite Beer from
the male clerk. The two -month employee of the store made the sale because he thought
the buyer was over eighteen.
