MINUTES <br />CITY COUNCIL <br />NOVEMBER 20, 2002 <br />Montour asked about signage. McNaught indicated that they have not <br />completed their sign plan, but indicated that signage would not exceed <br />the size that existed previously for other businesses in that location. <br />There was no one present from the general public wishing to comment <br />on this matter. <br />Upon motion by Fahey, seconded by Montour, the public hearing was <br />closed. <br />Anderson introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2002 -II -273 - APPROVING THE PUD <br />PERMIT TO LOCATE A RETAIL/INDUSTRIAL OPERATION IN <br />THE MARKET PLACE SHOPPING CENTER FOR TASTE OF <br />SCANDINAVIA SUBJECT TO COMPLIANCE WITH THE <br />RECOMMENDATIONS OF THE CITY PLANNER AND <br />SUBJECT TO THE NORTH AREA OF THE BUILDING BEING <br />CLEANED UP <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (4) Anderson, Fahey, Scalze, Montour. <br />Nays (0). Resolution declared adopted. <br />PUD PERMIT- Fahey opened the public hearing to consider a PUD Permit to locate <br />2900 RICE a Salvation Army retail operation in the Market Place Shopping <br />STREET- Center as well as to consider a Secon Hand Goods Dealers license. <br />SALVATION The Planning Commission recommended approval of the <br />ARMY Permit subject to compliance with the recommendations of the City <br />Planner, subject to there being no drop box located on the outside of <br />the store, and subject to the space being 30% retail space and no more <br />than 20% processing /sorting area. <br />Scalze asked about enforcement of the requirement for no drop box. <br />Brian Woolsey, Salvation Army, indicated that they will have signage <br />outside the building indicated that there is no drop off of goods as well <br />as will install cameras to monitor the outside area. Woolsey indicated <br />that this location is a retail location. He further noted that the <br />Salvation Army's processing/distribution center is located in <br />Minneapolis and they have 20 trucks running each day to homes to <br />pick up goods. Woolsey reported on the Salvation Army's vision that <br />this location will be their flagship. They have a new image that they <br />are promoting, and they will make every effort to ensure there is not <br />4 <br />
