MINUTES <br />:PLANNING COMMISSION <br />JANUARY 9, 2002 <br />Bertrand asked if the non - Lakeshore lots would have access to the lake. <br />Carlson indicated that they were considering providing an easement to the <br />lake. The property owners present indicated that they opposed this. <br />Barraclough summarized for the developers that the issues of concern <br />raised this evening are drainage and storm water ponding, fire truck <br />access, and no access easements to the lake. <br />Keis recommended that the development be required to have a dry water <br />main installed so that when water is brought into the area the street will <br />not have to be disturbed. Carlson agreed that that could be done. The <br />Planner also noted that some modification may have to be done with the <br />angle of the intersection of Twin Lake Road and the new cul -de -sac. <br />Krengel indicated that they are seeking direction on both Plans A and B. <br />Their preference is to proceed with Plan B. However, if a satisfactory <br />purchase price cannot be negotiated with the owners of the tri -plex, they <br />would proceed with Plan A. <br />Roycraft recommended concept approval of Plan B and instructing the <br />developers to address drainage and storm water ponding, provide for <br />installation of a dry water main, and contingent that there be no easement <br />to the lake for non - Lakeshore lots, and further indicating that concept Plan <br />A is an acceptable alternative provided that the cul -de -sac is constructed in <br />such a way as to provide for fixture development of the tri -plex property. <br />Motion seconded by Knudsen. <br />Motion carried 7 — 0. <br />CONCEPT Mazen Balsheh, Manager of the Sinclair Station at 228 Little Canada <br />REVIEW - Road, appeared before the Commission to request a concept review <br />U -HAUL of the rezoning of the Sinclair property to allow him to operate a U -Haul <br />BUSINESS rental business in conjunction with the gas station /convenience store <br />AT THE operation. Balsheh reported that he would anticipate having three <br />SINCLAIR rental trucks and indicated that they would be store behind the Sinclair <br />STATION building a screened totally from view. <br />The City Planner indicated that the property is currently zoned General <br />Business (B -3). The Planner indicated that he has not analyzed what the <br />property would have to be rezoned to, but anticipated that it would be <br />either B -2 or 13-4. He indicated that because of amendments made to the <br />B -3 Zoning District, the gas station /convenience store use is currently a <br />legally non - conforming use.
