MINUTES <br />CITY COUNCIL <br />JANUARY 22, 2003 <br />RESOLUTION NO. 2003-1-20 — DENYING THE AMENDMENT TO <br />CONDITIONAL USE PERMIT FOR 2935 EDGERTON STREET <br />REQUESTED BY BRETT PIRKOLA GIVEN THERE IS NO BASIS <br />FOR AMENDING THE CUPAS THE CIRCUMSTANCES FROM <br />THE TIME OF APPROVAL OF THE ORIGINAL CUP HAVE NOT <br />CHANGED, AND REQUIRING THAT THE GARAGE DOOR MUST <br />BE INSTALLED BY AUGUST I, 2003 <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (3) Fahey, Montour, LaValle. <br />Nays (2) Blesener, Anderson. Resolution declared adopted. <br />CONCEPT Mayor Fahey opened the Concept Review for Hamel Court, a single - <br />REVIEW — family development consisting of from four to eight single - family lots. <br />HAIVIEL It was noted that the Planning Commission recommended approval of <br />COURT Revised Concept B, consisting of eight lots, with Concept A as an <br />alternative. <br />Kris Krengel, representing the Hamel family, reported that in addition to <br />the Hamel property, they are negotiating a purchase agreement for the tri- <br />plex property to the north. Developing both of these sites would allow for <br />the eight -lot development. However, given that the purchase of the tri- <br />plex property has not been finalized, Krengel requested that the Council <br />also consider Concept A as well. <br />Blesener noted that it appears the proposed cul -de -sac abuts the Leibel <br />property. Krengel reported that the drawing is preliminary at this point, <br />and the cul -de -sac will likely move away from the Leibel property. <br />Fahey asked if there was any additional developable land that should be <br />considered as part of this proposal. Krengel reported that given the grades <br />of the property to the east, there is no additional developable land to add. <br />Krengel pointed out that they are proposing access for these lots Twin <br />Lake Road. Given the steep grades to Twin Lake Blvd., Krengel did not <br />feel it was practical to have the access come in from that direction. <br />Blesener expressed concern with adding eight houses onto a long cul -de- <br />sac, and felt that access from Twin Lake Blvd. would be preferable. <br />Fahey suggested that the City Engineer look at the grades and comment on <br />whether or not it would be feasible to bring the access in from Twin Lake <br />Blvd. <br />5 <br />
