Green Company <br />February 7, 2003 <br />File: 603950J <br />Honorable Mayor and City Council <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117-1633 <br />RE: PROPOSED HAMEL COURT SUBDIVISION <br />Dear Mayor and Council Members: <br />As requested, we have reviewed concept layouts for the proposed Hamel Court Subdivision and <br />investigated the feasibility to provide access from Twin Lakes Boulevard. Based upon our <br />review we would offer the following comments. <br />A review of the existing topography indicates that the proposed site is relatively flat excluding <br />the northwest corner where access is available to Twin Lakes Boulevard. The grades within this <br />area show a 12 -16 foot vertical grade increase between the shoulder of the road and the <br />existing ground 30 feet south. This grade difference would make it difficult to provide access <br />from Twin Lakes Boulevard rather than from Twin Lake Road as is proposed without extensive <br />grading and possible Toss of buildable lots. <br />Access from the south would create a T- intersection, which is a common occurrence within the <br />City. The existing intersection layout could be modified to accomplish this with minimal <br />disturbance to the existing street. We would recommend that a 50 -foot tangent be provided <br />from the north Twin Lake Road right -of -way line to allow for a more controlled intersection. <br />If you have any questions regarding these comments, please feel free to contact me. <br />Sincerely, <br />Howard R.
