ID <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Cynthia Putz -Yang / Stephen Grittman <br />DATE: January 6, 2003 <br />RE: Little Canada - Hamel Court Subdivision, Concept Plan <br />FILE NO: 758.09 - 02.41 <br />Three subdivision concept plans have been submitted for properties generally located on <br />Twin Lake east of Twin Lake Road and south of Owasso Boulevard North. Two of the <br />concept plans include land all the way north to Owasso Boulevard North, while one of the <br />plans is more limited in size. <br />Subdivision Area. The concept plans that include land all the way north to Owasso <br />Boulevard North include Lot 3, Block 1 of Leibel's Twin Lake Addition. In 1989 the City <br />approved the final plat for Leibel's Twin Lake Addition with a condition that future divisions <br />of the property in question not be considered by the City. This was due to the limited <br />amount of frontage the property had on Owasso Boulevard North. Concepts B -1 and B- <br />2 include dedication of a new street to provide access to the property from the south; <br />therefore, we do not see a problem with including this property in the subdivision. <br />If the smaller area, shown in Concept Plan A, is pursued for subdivision, right -of -way <br />should extend to the north property line to allow for potential subdivision of the property <br />to the north in the future. <br />We do not have any information about the property east of Lot 3, Block 1, Leibel's Twin <br />Lake Addition. If this property has sufficient area above the ordinary high water level to <br />allow potential subdivision, a concept plan that allows potential street extension into this <br />property is desirable. Concept B -1 includes a cul -de -sac turn- around adjacent to this <br />property. <br />Lot Areas and Widths. Twin Lake is classified as a Recreational Development Lake by <br />the Department of Natural Resources. Lots with frontage on the lake (riparian) must be <br />at least 20,000 square feet in area, and lots without frontage on the lake (non- riparian) <br />
