MINUTES <br />CITY COUNCIL <br />JANUARY 22, 2003 <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2003 -1 -22 — TABLING ACTION ON THE <br />VACATION OF A PORTION OF EAST ROSE PLACE UNTIL THE <br />FEBRUARY 26, 2003 COUNCIL MEETING, AND INSTRUCTING <br />THE CITY ATTORNEY TO RESEARCH THE OWNERSHIP <br />HISTORY OF THE RIGHT-OF-WAY AS WELL AS INSTRUCTING <br />THE CITY ENGINEER TO DETERMINE THE LOCATION OF THE <br />EAST ROSE PLACE PAVEYIENT AS WEI L AS THE BUCHE <br />DRIVEWAY WITHIN THE RIGHT-OF-WAY <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Fahey, Anderson, Montour. <br />Nays (0). Resolution declared adopted. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2003 -12 -23 — VACATING THAT PORTION OF <br />EXCESS SAVAGE LANE RIGHT -OF -WAY LYING NORTH OF <br />EAST ROSE PLACE AND WEST SAVAGE LANE <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) Fahey, Blesener, Anderson, Montour, LaValle. <br />Nays (0). Resolution declared adopted. <br />The City Administrator pointed out that there will be additional costs <br />incurred in the City Attorney's and City Engineer's reviews, and that the <br />applicant will be responsible for these costs. <br />CONCEPT Mr. Mazen Balsheh, Sinclair Station, appeared before the Council <br />REVIEW — requesting conceptual review of his proposal to add the rental of U -Haul <br />OUTDOOR Trucks as an accessory use to his principal use of gas station/convenience <br />STORAGE — store. The U -Haul use would involve outdoor storage of trucks behind <br />SINCLAIR the Sinclair Station building. Balsheh reported that the trucks would not <br />STATION be visible from any of the abutting street frontages. <br />Fahey noted that the Planning Commission voted 4 to 3 in support of the <br />concept. Fahey felt the issue was allowing an outdoor storage use on <br />property that is zoned General Business (B -3). Fahey pointed out that the <br />Council recently reviewed a proposal by Boat & Motor Mart to allow <br />outdoor storage on a site on Country Drive that is zoned Business- <br />9 <br />
