<br />CITY OF LITTLE CANADA <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION NO. 2026-2-24 <br /> <br /> <br />RESOLUTION AMENDING AND RESTATING THE ENABLING RESOLUTION <br />ESTABLISHING THE ECONOMIC DEVELOPMENT AUTHORITY <br />FOR THE CITY OF LITTLE CANADA, MINNESOTA <br /> <br /> <br />WHEREAS, on November 8, 1989, the City Council of the City of Little Canada (“City <br />Council”) adopted a Resolution establishing the Economic Development Authority of the City of <br />Little Canada (“EDA”); and <br /> <br />WHEREAS, the resolution vested in the EDA “all of the powers, rights, duties, and <br />obligations as set forth in Minnesota Statutes, Sections 469.090 to 469.108 and any other law”; <br />and <br /> <br />WHEREAS, the resolution also established the governing board on commissioners for the <br />EDA, and appointed the members of the City Council as the commissioners for that board; and <br /> <br />WHEREAS, City records reflect limited actions by the EDA since 1989; and <br /> <br />WHEREAS, City Council recognizes the importance of a more engaged EDA to assist in <br />in economic development activities and utilize the unique authority provided in Minnesota Statute <br />to encourage and foster economic development within the City of Little Canada; and <br /> <br />WHEREAS, the City Council is adopting this Amended and Restated Enabling Resolution <br />in compliance with the requirements of Minnesota Statutes § 469.093 to clarify the powers <br />conferred and the structure established for the EDA; and <br /> <br />WHEREAS, after published notice was given, on February 25, 2026, a public hearing was <br />held for this Amended and Restated Enabling Resolution according to the requirements of <br />Minnesota Statutes § 469.093. <br /> <br />NOW THEREFORE, the City Council of the City of Little Canada, Minnesota, resolves: <br />
