Staff Report <br />To:Mayor Fischer and Members of the City Council <br />From:Heidi Heller, City Clerk/HR Manager <br />Bill Dircks, Public Works Director <br />Date: February 25, 2026 <br />Re:Approve Hire of Joseph Severson – Public Works Maintenance I <br />Action To Be Considered: <br />Motion to approve the following: <br />The hiring of Joseph Severson as Public Works Maintenance I worker, subject to <br />satisfactory background and driver’s license checks. <br />Background: <br />There has been an open position in Public Works Maintenance I since December following a <br />resignation. The position was advertised for three weeks in January and 28 applications were <br />received. Six were chosen to be interviewed, three withdrew their applications, and three were <br />interviewed by the Public Works Director, the Utilities Supervisor, and the Streets Supervisor. <br />Following the interviews an offer was made to Joseph Severson. Mr. Severson is currently <br />working for St. Paul Parks and has lots of experience with tree work, plowing, and other city <br />work. He has a Class A CDL and brings good energy to the department. <br />State statute for Plan A cities states that the City Council appoints all city personnel. <br />Staff would like to welcome Mr. Severson tentatively on Monday, March 9, 2026. <br />Staff Recommendations: <br />Staff recommends the hiring of Joseph Severson as Public Works Maintenance I worker, subject <br />to satisfactory background and driver’s license checks.
